Confirm you are hitting this

How to enable Services for a shortcut
- Open the Shortcuts app.
- Select the shortcut that's failing from Quick Actions.
- Click the Details or Info button (the small "i" icon) for that shortcut, or open its editor.
- Find the option labeled something like "Use as Quick Action" and check its settings. There is a separate checkbox, often labeled Services, that controls whether the shortcut also appears in the classic Services menu. Enable it.
- Right-click your selected text or file as before, but this time look under the Services submenu rather than Quick Actions. Your shortcut should appear there and run normally when selected.
This uses macOS's older Services infrastructure, which predates Quick Actions and still works correctly on Golden Gate, to reach the same shortcut that Quick Actions can no longer trigger.
